Our Commitment to Child Safety

Quiver, operated by SeaChange Digital, LLC, is firmly committed to maintaining a safe environment and protecting children from sexual abuse and exploitation. We have zero tolerance for child sexual abuse material (CSAM) and child sexual abuse and exploitation (CSAE) on our platform.

Quiver is an adult-only platform designed exclusively for users aged 18 and older. We do not knowingly permit, collect, or solicit any information from anyone under 18 years of age. Our platform is not directed at children, and we require all users to verify they are at least 18 years old before accessing our services.

Published Standards Against CSAE

Quiver maintains the following standards to prevent child sexual abuse and exploitation:

1. Age Verification and Access Control

  • All users must confirm they are at least 18 years of age upon registration
  • Age verification measures are implemented to prevent minors from accessing our platform
  • Users found to be under 18 will have their accounts immediately terminated
  • We employ technical measures to restrict access by minors

2. Content Moderation

  • All user-generated content is subject to review and moderation
  • We prohibit any content that depicts, promotes, or facilitates child sexual abuse or exploitation
  • Content involving minors in any sexual or suggestive context is strictly forbidden
  • Our moderation team is trained to identify and remove prohibited content

3. User Verification

  • We offer optional profile verification to enhance trust and safety
  • Verified users undergo additional identity confirmation processes
  • Verification helps ensure users are who they claim to be

4. Prohibited Activities

The following activities are strictly prohibited on Quiver:

  • Posting, sharing, or distributing child sexual abuse material (CSAM)
  • Grooming or attempting to solicit minors for sexual purposes
  • Engaging in any form of child exploitation, trafficking, or abuse
  • Sharing content that sexualizes or depicts minors in any way
  • Using the platform to facilitate contact with minors for illegal purposes
  • Impersonating a minor or creating fake profiles representing minors

Reporting Mechanisms

We provide multiple ways for users and the public to report concerns about child safety:

In-App Reporting

  • Profile Reporting: Users can report suspicious profiles or content directly from within the app by using the report button available on all profiles and content
  • Content Reporting: All photos, videos, posts, and messages can be flagged for review
  • Support Access: In-app support is available through the main menu, providing direct access to our safety team
  • Abuse Report Form: A dedicated abuse reporting mechanism is accessible within the app and on our website

All reports are reviewed promptly by our trained safety team and appropriate action is taken, which may include content removal, account suspension, and reporting to authorities.

Handling of CSAM

Quiver takes immediate and appropriate action upon obtaining actual knowledge of CSAM on our platform:

Detection and Removal

  • We employ automated detection tools to identify potential CSAM
  • Human moderators review flagged content
  • Confirmed CSAM is immediately removed from our servers
  • Content hashes are retained to prevent re-upload

Law Enforcement Cooperation

  • We report all instances of CSAM to the National Center for Missing & Exploited Children (NCMEC) as required by U.S. law (18 U.S.C. § 2258A)
  • We cooperate fully with law enforcement investigations
  • User information is preserved and provided to authorities as legally required
  • We comply with all applicable international child protection laws

Account Action

  • Users who post, share, or attempt to access CSAM are permanently banned
  • IP addresses and device identifiers may be blocked
  • No appeals are permitted for CSAM violations

Compliance with Child Safety Laws

Quiver complies with all applicable child safety laws and regulations, including but not limited to:

  • 18 U.S.C. § 2258A: Reporting requirements for electronic communication service providers regarding CSAM
  • 18 U.S.C. § 2257: Record-keeping requirements for producers of sexually explicit content
  • COPPA: Children's Online Privacy Protection Act (though our platform prohibits users under 18)
  • FOSTA-SESTA: Fight Online Sex Trafficking Act and Stop Enabling Sex Traffickers Act
  • International laws: We comply with child protection laws in all jurisdictions where we operate
